A competent civil society can flourish in any institutional system!

Being independent from and unconstrained by the institutional system but it still proceeds normally, that is what can truly be called a real civil society.
 
Because civil society is a society that exists objectively by virtue of the demands of the reality of society itself, it does not brook being infiltrated, coloured or dissipated by any formal philosophy, political opportunism or social opinion that purport to alienate it.
 
For such a society, the INSTITUTION is a RESULT of the civil society, not its CAUSE or MOTIVE FORCE.
 
A society half NOBLE half PARIAH, falsely justified or alienated by formalist and individualist philosophies would turn institutions into the causes and deadly weapons that would force that society to CONFRONT the institutions. Such a society would not carry any trait or substance of civil society. However, civil society also has its negative aspects (the issue is a dual-faceted one).
 
When a civil society reaches a certain THRESHOLD of strength, it will ABOLISH or minimize the “SERVANT” role of the government. Then the government will become a partner of civil society. It would be a pleasant and always-polite partner for civil society, like what is said in advertisements: “The customer is God”, or similarly “The attitude of traders is to be polite when serving the customers”. It is because civil society endures eternally. The government must know how to behave POLITELY towards civil society if it wants to conform to the law of STABLE AND ENDURING DEVELOPMENT.
