This is for implementation of the plan on collecting people’s contributing opinions to the draft revised Land law No. 239/QD-TTg of the Prime Minister dated 28 January 2013. We are scientific technological organizations: the Social Policy Ecology Research Institute (SPERI); the Consultancy on Development (CODE); the Cultural Identity and Resource Use Management (CIRUM), and the Centre for Indigenous Knowledge and Rural Developemnt (CIRD) having been exploring, researching, assessing management, protection and use of land, forest resources on the basis of cultomary law and building up pilot models in various ecological regions since 1995. During this process community and authorities at different levels have been facing many challenges, difficulties and obstacles in implementation of policies on management, protection and use of forestland. We have been cooperating with local authorities and communities to research, organize workshop and apply solutions for inadequacy derived from implementation of land law and by-law document since 1997.
